Mugur Tolici is an Associate Professor at the National University of Political Studies and Public Administration in Bucharest, Romania, and HR Director of the National Bank of Romania.
He began his career at the National Bank of Romania over 25 years ago. The positions he held within the National Bank of Romania prior to becoming HR Director in 2011 include: Director of the Monetary Policy Directorate, Adviser to the Vice-governor, Director of the Governor’s cabinet, and Deputy Director of the Issuance, Treasury and Cashier Department. Between 2018 and 2019 Mugur Tolici was Romania’s representative at the International Monetary Fund, where he held the position of Senior Advisor to the Executive Director. He coordinated ample organizational transformation projects within the National Bank of Romania, with the aim of implementing an integrated and modern human resources system, in alignment with the best practices of Central Banks in Europe.
